"Hainan Free Trade Port and the Nation's External Opening Policy" Onsite and Online Forum

Co-hosted by the Savantas Policy Institute (SPI) and Maritime Silk Road Society (MSRS), the “Hainan Free Trade Port and the Nation’s External Opening Policy” onsite and online forum was held on 28 July. Co-organizers included Chinese Institute of Hong Kong, China Institute for Reform and Development (CIRD) and a  Hainan Attracting Overseas Talent Liaison Office in HK (海南駐香港引進海外高層次人才聯絡站).

Prof Huang Ping, Executive Vice President of Chinese Institute of Hong Kong and Prof Chi Fulin, President of CIRD were the major speakers of the forum.

Before the forum commenced, Mrs Regina Ip, ExCo Convenor, LegCo Member, Chairperson of SPI, Co-chair of MSRS, delivered the welcoming speech and Mr Han Shengjian, Head of Hainan Provincial Department of Commerce, gave the opening speech via video respectively.

The forum began with Prof Huang’s speech regarding the nation’s reform and opening-up policy. He emphasised China’s determination of building a safer, balanced and open trading platform and economic system. He also suggested enterprises to integrate into the national development in order to have better development under the reform and opening-up policy. He then encouraged Hong Kong to connect with surrounding countries, seize the opportunities of national development and make use of the Hong Kong's unique advantage of being “backed by the motherland and connected to the world” to proactively interface with the 14th Five-Year Plan, Greater Bay Area development and B&R Initiatives strategies.

Then, Prof Chi discussed about the policies, regulations and development of Hainan free trade port. He believed that Hainan free trade port should leverage on its geographical advantage and create an open platform to strengthen the partnership between China and ASEAN regions. He looked forward to the breakthrough of the cooperation of Hainan and Hong Kong to create the world’s largest duty free consumption market. Finally, Prof Chi mentioned that Hainan’s geographical advantage should integrate with Hong Kong’s strength in finance, logistics, trading. Hong Kong was recommended to take advantage of its laissez-faire and international connections to have more collaborations with Hainan free trade port’s talents and think tanks.

The forum has deepened the audience’s understanding of Hainan free trade port and its influence on Hong Kong’s development, as well as strengthened the exchanges between both cities.
